For government angcies, enterprises and institutions information technology is enormous chanllege and opportunity. Goverments accelerate the transition to egovernment. Automation, working and electronic is inevitable requirement today. Food and drug safety affects the people’s healty and life, and is related to the economical and social development, the social harmony and stability, and the party and the goverment’s image. Now food and drug safety issues are prominent, as a government department the Food and Drug Administration should improve work efficiency and service quality, set up anvanced management tools and techniques, enhance openness and transparency, and consciously accept an imporment measure of the public. The food and drug supervision and management system use egovernment to speed up the transformation of government functions, expand the channels of foreign relations, and improve government efficiency. According to the daily work of the Food and Drug Administration in Jining, this paper designs and implements food and drug supervision and management work platform. The system consists of two parts. One is the open platform of informations. The other is the management platform. First the paper analysis the actual needs of the Food and Drug Administration and the system’s hardware and basic software needs, and then raises the system’s functional requirements and nonfunctional requirements. During the outline design, I select the system’s hardware and software platform and design the system’s work architecture, implemention arthitecture and functional arthitecture. Based on the outline design, this paper introduces the ideas of the various functional modules and analysis the database design. The implemention of the system uses J2EE technology. Finally, this paper sum up the experience of the system development process, find deficiencies and identify future work.
