environment have bee more and more significant and there is a demand in the consolidation of training for cadres in these areas. The launching of the CanadaChina Cooperation Project on the Management of Environmental Sustainability in 2005 has precisely met this need. Heads of GDPS were well aware of the importance of this project. Executive Vice President Zheng Shengting and Vice President Chen Hongyu, Zheng Chuxuan and other professors have researched and planned the execution of the project in order to tailor for Guangdong’s needs and maximise its effectiveness. Training for the project’s team membersIn the first half of 2005, a project team was set up in accordance with the project’s requirements. Vice President and Professor Zheng Chuxuan (.) was the head of the team. Other team members included Professor. Zheng Zhiguo, Professor Yu Fugong (.), Professor Fu Erlin (Ph. D.), Liang Ziming (Director of Information and Network Centre), Wu Shuna (Deputy Director of General Office), and Song Yangchun (Deputy Director of Academic Affairs Department). Between July 3 to 15, 2005 Zheng Chuxuan, Zhiguo, Liang Ziming, Fu Erlin and Wu Shuna took part in training courses given by Canadian experts in Central Party School (CPS). The first three members mentioned above were in Group , specialised in the research of policies regarding the management of Eamp。注意開發(fā)利用黨校學(xué)員中蘊(yùn)藏的教學(xué)資源,調(diào)動(dòng)學(xué)員的積極性和主動(dòng)性來進(jìn)行教學(xué),發(fā)揮他們見識(shí)廣、實(shí)踐經(jīng)驗(yàn)豐富的特長,通過研討、學(xué)員論壇等途徑來進(jìn)行自我教育和互相學(xué)習(xí),并使教師與學(xué)員之間知識(shí)互補(bǔ),教學(xué)相長。七、經(jīng)驗(yàn)和體會(huì)5年來,我校執(zhí)行中加環(huán)境可持續(xù)發(fā)展管理合作項(xiàng)目總體上是非常成功的,為今后進(jìn)一步開展教學(xué)和科研的國際合作積累了不少經(jīng)驗(yàn)。2005-2008年各類班次完成的以可持續(xù)發(fā)展為主題的調(diào)研報(bào)告和論文共119項(xiàng)(目錄見附件2)。五、教師和學(xué)員專題調(diào)研在執(zhí)行中加環(huán)境可持續(xù)發(fā)展管理合作項(xiàng)目中,我校教師開展了相關(guān)課題研究,發(fā)表了一批論著。省煤炭總公司的張棟富學(xué)員(2006)認(rèn)為,資源環(huán)境直接關(guān)系到人的生存,如果沒有資源,不注意保護(hù)環(huán)境,人就不能生存,談不上發(fā)展;要依法加大治理力度,建立相應(yīng)的制度,想方設(shè)法節(jié)約資源,保護(hù)環(huán)境。2008年由鄭志國、戴燕艷、危旭芳等教師組織在市廳班、縣處班實(shí)施了“廣東節(jié)能減排”、“打造宜居城鄉(xiāng),建設(shè)美好家園”等專題研討式教學(xué),部分班次還組織了外出參觀。教師答疑。參觀考察。大家認(rèn)真負(fù)責(zé),密切配合,保證了教學(xué)任務(wù)的順利完成。這些成員在培訓(xùn)中認(rèn)真聽課,自覺學(xué)習(xí),積極參加各項(xiàng)活動(dòng);他們通過培訓(xùn)提高了自身對(duì)環(huán)境可持續(xù)發(fā)展管理的認(rèn)識(shí),同時(shí)也明確了執(zhí)行該項(xiàng)目的目的、意義、任務(wù)、步驟和方法。隨著中國經(jīng)濟(jì)的不斷發(fā)展,資源環(huán)境問題日益突出,中央和省委要求在干部培訓(xùn)中加強(qiáng)這方面的教學(xué)。二、中青年領(lǐng)導(dǎo)干部培訓(xùn)二班和省直處長班模塊教學(xué)我校中青年領(lǐng)導(dǎo)干部培訓(xùn)分為一班和二班,學(xué)制為4個(gè)月,每年舉辦兩期;學(xué)員分別是正、副處(縣)級(jí)領(lǐng)導(dǎo)干部。每個(gè)專題講課時(shí)間控制在2小時(shí)左右,中間休息一次。每次分組討論氣氛都非常熱烈,學(xué)員發(fā)言聯(lián)系本單位或當(dāng)?shù)貙?shí)際談學(xué)習(xí)收獲和體會(huì),探討有關(guān)問題。其中市廳班2006年至2008年上學(xué)期教學(xué)專題為“建設(shè)資源節(jié)約型環(huán)境友好型社會(huì)”,2008 年下學(xué)期為“打造宜居城鄉(xiāng),建設(shè)美好家園”;中青一班3年均開設(shè)“建設(shè)資源節(jié)約型環(huán)境友好型社會(huì)”專題課,2008年下學(xué)期還增設(shè)了“打造宜居城鄉(xiāng),建設(shè)美好家園”專題課,具體教學(xué)內(nèi)容不斷更新。 學(xué)員對(duì)教師的評(píng)教結(jié)果一般不公布,只通知個(gè)人和單位負(fù)責(zé)人。增強(qiáng)了環(huán)保觀念,提高了行動(dòng)自覺性。 、危旭芳講師2007年完成論文《基于區(qū)域主體功能定位的生態(tài)補(bǔ)償機(jī)制》,提交江西研討會(huì),鄭志國參加了該研討會(huì)。2006年11月58日,加拿大項(xiàng)目官員韓得勝、福臨等人在中央黨校有關(guān)部門負(fù)責(zé)人陪同下來廣東考察,在我校舉行了情況交流和研討會(huì)。2006年我校設(shè)計(jì)和實(shí)施的“建設(shè)資源節(jié)約型環(huán)境友好型社會(huì)”模塊和專題,較好地把該項(xiàng)目內(nèi)容和中央、省委的相關(guān)精神融合起來,也符合學(xué)員的要求,所以取得了較好的教學(xué)效果。SD offered by Canadian experts and learn from the teaching methods in CSPS Carry forward the intersector cooperation within GDPS for the smooth implementation of the projectAppendix I List of Books and Papers of Eamp。SD through teaching. The first one is to set up a 34 days module course related to constructing an energyefficient and environmentalfriendly society for the Classes B of Young and middleaged Cadres and the classes of section directors of provincial governmental departments. The second is to design a 1day teaching for classes of directorgenerals at municipal level and classes of section directors at prefectural level.II Module Course for the Classes B of Young and Middleaged Cadres and the Classes of Section Directors of Provincial Governmental DepartmentsGDPS had two classes for the training program of young and middleage cadres. Students were consisted of directors and deputy directors. Each class was split up into two study groups with 40 students each. The syllabus was consisted of many modules and topics. “Constructing an energyefficient and environmental friendly society” was one of the modules. From 20062008, 454 students from classes B of young and middleaged cadres and 508 students from classes of section directors of provincial governmental departments have taken this module course, which totalled 962. Within the past five years, 2806 cadres in total have taken courses of Eamp。2008年又根據(jù)形勢(shì)發(fā)展和項(xiàng)目進(jìn)程開發(fā)了新的專題“打造宜居城鄉(xiāng),建設(shè)美好家園”。加拿大專家還由我校有關(guān)領(lǐng)導(dǎo)和專家陪同參觀了廣州污水處理廠、廣州虎頭電池集團(tuán)。2008年二人合作完成《在主體功能區(qū)之間構(gòu)建雙重生態(tài)補(bǔ)償機(jī)制》和《建立健全節(jié)能減排四重機(jī)制》兩篇論文,提交中國可持續(xù)發(fā)展研究會(huì)2008年年會(huì),并在《中國人口、資源與環(huán)境》2008年第18卷發(fā)表。對(duì)一些實(shí)際問題進(jìn)行了有益的探討。例如,20062008年鄭志國教授有評(píng)教結(jié)果的講課40次,其中31次滿意率在80%以上;2006-2008年程雨燕講師講課20次,大部分滿意率在90%以上;2007-2008年戴燕艷講課10次,其中9次滿意率在80%以上;危旭芳20072008年講課12次,其中10次滿意率在80%以上。2006年由傅爾林教授和程雨燕講師共同負(fù)責(zé),在縣處班實(shí)行課堂研討式教學(xué),專題為“建設(shè)資源節(jié)約型環(huán)境友好型社會(huì)”。例如,2006年第一期中青班二支部的王春生學(xué)員是廣東交通實(shí)業(yè)投資公司副總經(jīng)理,他在小組討論發(fā)言中介紹了本公司修建廣東梅州至河源高速公路時(shí)注意保護(hù)環(huán)境的做法,受到大家的好評(píng),被小組推薦為學(xué)員論壇發(fā)言人。為了解學(xué)員對(duì)本專題教學(xué)的要求,以便更好地實(shí)施教學(xué),設(shè)計(jì)了2份調(diào)查問卷,多次在學(xué)員中進(jìn)行調(diào)查。一個(gè)學(xué)期的教學(xué)內(nèi)容包括多個(gè)模塊和
