【正文】 c Service(VTS)is a hightech service to provide for the management of vessel traffic within port areas， crucial fairways and concentrated traffic areas． For the recent 2 and 3 decades． VTS is growing rapidly,bringing attention of the governments of maritime states and port authorities． Vessel Traffic Service has made a valuable contribution to navigation safety,costefficient transportation and the protection of marine environment． This paper gives a brief introduction on the development of Chinese VTS during the recent years ， and its features， functions as well as problems are described． Comprehensive and objective analysis and evaluation arealso given． Based on the analysis of the trend of world economic globalization and the domestic development of transportation the author proposes a development prospect of VTS in the future key words VTS Development Establishment 船舶交通管理系統(tǒng)，簡稱 VTS（ Vessel Traffic Services System）是主管機關(guān)為了增進(jìn)船舶交通安全和效率以及保護(hù)環(huán)境所設(shè)立的一種設(shè)施。主要技術(shù)特征是簡單的光、聲、電、機械信號系統(tǒng)及無線電報電話的通信聯(lián)系。在有些內(nèi)河航運發(fā)達(dá)國家，出于和海上 VTS 完全相同的目的，內(nèi)陸水域也建立了 VTS 系統(tǒng)。一般信息通過廣播向所有船舶提供。 VTS 能通過提出航行建議參與決策過程，例如：航向建議。航行計劃應(yīng)視為船舶 VTS 之間的協(xié)議，只要可行就應(yīng)遵守。 我國 VTS 建設(shè)經(jīng)歷了 4 個階段： 1)準(zhǔn)備階段： 1970 年后，主管院校及科研院 所通過現(xiàn)場實驗、邀請國外專家講學(xué)以及進(jìn)行建設(shè)方案論證等對 VTS 建設(shè)進(jìn)行探討，為中國 VTS 的建設(shè)奠定了基礎(chǔ)。因此， VTS 在 2l 世紀(jì)必將進(jìn)入一個新的發(fā)展階段。建議組織專家，充分研究，明確信息傳輸內(nèi)容、格式及協(xié)議標(biāo)準(zhǔn)，這樣，在工程建設(shè)中就能做到以我為主，不同的 VTS 廠商均能按我方要求提供接口或進(jìn)行接口轉(zhuǎn)換。提高 VTS 人員的綜合素質(zhì)，從而與其發(fā)展趨勢
