河南省財政支出對經(jīng)濟(jì)增長作用的分析報告(存儲版)
【正文】 nsuer 和 Greenvvood( 1985) , Barro ( 1990)認(rèn) 為 應(yīng) 該 對 直 接 進(jìn) 入 家 庭 效 用 函 數(shù) 的 公 共 物 品 和 服 務(wù) 、 以 及 那 些 能 夠 促 進(jìn) 私 人 部門 生 產(chǎn) 的 公 共 支 出 進(jìn) 行 區(qū) 分 ， 前 者 包 括 絕 大 多 數(shù) 政 府 消 費(fèi) 性 支 出 ， 他 們 對 經(jīng) 濟(jì) 增 長 有 負(fù)效 應(yīng) ， 因 為 政 府 為 這 些 支 出 融 資 所 增 加 的 稅 收 降 低 了 投 資 的 回 報 率 ， 抑 制 了 投 資 。簡 單 的 來 看 ， 財 政 支 出 一 般 可 以 分 為 兩 個 部 分 ： 政 府 購 買 和 政 府 的 轉(zhuǎn) 移 支 付 。 因 此 ， 研 究 我 國 財 政 支 出 與 經(jīng) 濟(jì) 增 長 關(guān) 系 具 有 十 分 重 要 的 現(xiàn) 實(shí) 意 義 。 為 了 抵 御 金 融 危 機(jī) 的 影 響 ， 我 國 政 府 適 時出 臺 了 “四 萬 億 ”的 投 資 財 政 政 策 ， 并 將 “保 增 長 、 促 發(fā) 展 ”作 為 2022 年 的 經(jīng) 濟(jì) 工 作重 心 。s economy.
