【正文】 s overall level of urban traffic management still have a certain gap with the requests of the transportation movement .In 2000 , in 138 cities that are checked by unimpeded team nationally ,there are 42 cities that urban traffic management planning only achieve the 5 of 11 requests , 20 cities meet only 4 requests .Thus, the urban traffic management planning in our country far behind the development of modern road traffic requirements. City networks are plex . Traffic to run is plex . Factors that cause traffic problems are also very plex . The corresponding development of urban traffic management schemes are often managed by multiple bination of strategy and management measures . Any construction or management measures will lead to changes in traffic conditions on the urban road network .If a section of a road is changed to a oneway street or even movement, intersection type changes (no control to signal control), a road section to busonly road, through a road or widening of a road, will cause the 80%~90% above of the entire city of road traffic flow and speed of change .Therefore, traffic management is a systematic project .You must use scientific methods to solve .And monly method is not pletely resolved .So traffic management plan needs to be done. In fact, some management measures currently implemented in some cities have done planning .But just not so systematic and prehensive.3.
