【正文】 he allocation efficiency and use efficiency of financial resources are not high. After the empirical contradiction, the paper analyzes the path and mechanism of the local stateowned financial asset management influencing the local development to high quality from the macro, the meso and the micro level. After fully understanding the influence path and mechanism, we draw lessons from the relevant international experience in the direction of high quality development, and put forward the policy remendations of innovating the local stateowned financial assets management system in a plete and systematic way based on the perspective of high quality development. At the end of the paper, the shortings of the research are analyzed, and the further research is prospected.Key Words: High quality development。本論文創(chuàng)新性在于是理論成系統(tǒng)、思想成體系的對上述范疇進行論述。本論文認為，金融改革與實體經(jīng)濟改革存在根本的本質(zhì)區(qū)別，即金融的增量改革并沒有如實體經(jīng)濟增量改革一樣形成一個真正不同新的增量即民營經(jīng)濟增量，金融改革實質(zhì)形成了以地方國有金融引領(lǐng)和控制的地方金融發(fā)展，并沒有形成所謂的真正的民營金融，這與中央國有金融在本質(zhì)上屬于同質(zhì)，以此期望彌補中小企業(yè)金融資源配置不足，必然在實踐上大打折扣。是狼就要練好牙，是羊就要練好腿。拼一個春夏秋冬！贏一個無悔人生！早安！—————獻給所有努力的人.學習
