【正文】 關于建立完善海關風險管理的研究摘 要隨著全球經(jīng)濟一體化，國際交往日益頻繁，海關監(jiān)管范圍也不斷擴大。致使海關面臨著嚴格執(zhí)法與高效運作的矛盾。原有的海關監(jiān)管模式已不能適應形勢發(fā)展的需要，為有效緩解這一矛盾，國內外海關界紛紛將風險管理的思想引入海關管理，建立完善的海關風險管理模式成為國海關共同思考的課題。 本文針對我國海關風險管理現(xiàn)狀，進行了分析和研究。正文具體內容主要包括以下五部分：第一部分對海關風險管理進行概要論述，全面剖析了我國海關管理效能的現(xiàn)狀，在此基礎上闡述我國海關實施風險管理的必要性。第二部分是關于我國海關風險管理實施的構想，該章首先分析了當前海關風險管理理念和實踐兩個層面上存在的一系列問題，然后提出中國海關風險管理實施的具體構想，包括總體思路和實現(xiàn)途徑。第三部分是結合實際，提出了確保海關風險管理有效實施的應注意的問題與建議，為海關風險管理工作的建設提供參考。第四部分是論文的結論，提出了本論文的主要研究結論。關鍵詞：海關 風險管理 研究AbstractAlong with the global economic integration, international frequently municating, customs supervision scope expands unceasingly. The third part is practical, put forward to ensure customs risk management of the effective implementation of the problems that should be paid attention to and remendations for the customs of risk management of construction to provide the reference.
