【正文】 如何認(rèn)識(shí)與理解風(fēng)景名勝區(qū)規(guī)劃HOW TO RECOGANIZE AND UNDERSTAND LANDSCAPE AND HISTORIC SPOTS王永佼任課教師 魏民 課程名稱(chēng) 風(fēng)景區(qū)規(guī)劃 課程類(lèi)型 選修課 專(zhuān) 業(yè) 風(fēng)景園林碩士 學(xué) 號(hào) 8306039 8摘要揭示并分析當(dāng)前中國(guó)風(fēng)景名勝區(qū)規(guī)劃和管理所面臨的問(wèn)題及其產(chǎn)生的原因。主要問(wèn)題有現(xiàn)實(shí)與理想的相悖、統(tǒng)一與多頭的尷尬、規(guī)劃與實(shí)施的背離、保護(hù)與利用的兩難和所有與占有的神離。導(dǎo)致的主要原因是缺乏對(duì)風(fēng)景名勝區(qū)的準(zhǔn)確認(rèn)識(shí)和相關(guān)法規(guī)政策、管理、規(guī)劃不完善等。基于國(guó)家行政主管部門(mén)的改革和調(diào)整來(lái)探討改善風(fēng)景名勝區(qū)規(guī)劃和管理的對(duì)策，提出了多項(xiàng)具體舉措。關(guān)鍵詞：風(fēng)景名勝區(qū)；規(guī)劃；管理；政策；中國(guó)AbstractThis paper analyzes the problems in the planning and administration of landscape and historic spots including the discrepancy between the ideality and reality, the contradiction between integrated administration and plicated hierarchical structure, the deviation of implementation from the planning, the unbalance between conservation and utilization, the causes of which are improper orientation of the landscape and historic spots and immature regulations and policies.
