【正文】 Order Entry in a timely manner. Accounts Receivable not properly integrated into Oracle Order Entry. Critical spare parts are often outofstock while an over stock of noncritical spare parts exists. Delivery documents do not always reflect what is physically being delivered (. during delivery, large sized items may be packaged in many smaller boxes instead of one large box. Regardless of this, there is only one delivery note generated. While BOM accuracy has been improved and rated at over 90%, problems still exist with the timing of BOM updates (sales orders use out of date BOMs). Problems still exist with Engineering change control. The facilities offered by Oracle to manage different BOM versions (. for Ramp。D, Pilot amp。 Test) and change approval workflow do not appear to be appropriately utilitised. MRP only runs every 2 weeks however major changes can occur within these two week intervals. Production orders are entered into Oracle but not kept up to date in a timely manner. Production orders are controlled by a Foxpro system rather than Oracle WIP. There is a lack of shop floor control. Routing data is acknowledged to be poor. (eg. in Production Control the routing of work orders through the production steps。 in Capacity Planning to match required production capacity against available。 and Product costing to establish the costs associated with each production step).Intangible BenefitsThe project will provide the following intangible benefits: Position Huawei to expand into Total Supply Chain Management.Tangible BenefitsThe project will provide the following tangible benefits: Production planning and procurement planning are brought together as one operation using the same MRP run. Reduction of the interval between MRP runs from 2 weeks to 1 week. Greater accuracy of demand data and therefore forecast information through improvement in the accuracy of order and quotation information. Accurate shop floor control of material movements. BOM changes managed using a rigorous change approval workflow. Availability of critical spare parts and product when required. Increase sharing of mon parts.ApproachThis project will be undertaken in three phases namely, Focus, Invent and Launch as described below. The project will be performed following a mon Focus and Invent phase for all business processes and Oracle modules within the scope of the project. The approach has been designed to allow for separate Launch phases for each Oracle module. This design will allow: An overall and systemic review of all processes and systems within the MRPII scope during the Focus phase. An integrated approach to the design of process improvements and Oracle system configuration options so that all critical problems are prehensively and consistently addressed for the whole business. The Launch phase to acmodate critical sequencing dependencies for implementation of individual Oracle modules. For example, to improve Huawei’s Capacity Planning capabilities it may be necessary to firstly enhance order entry and Sales amp。 Operations Planning (Samp。OP) to improve quality of demand data that is presented to Sales and Operations Planning. This Launch would then be followed by Production Control improvements (. work scheduling and shop floor movements) before implementing enhancements to Capacity Planning.FocusThe Focus stage will analyse Huawei’s current MRPII operations in terms of how business processes and systems function. Specific business outes that are not being achieved by the current MRPII processes and systems will be identified and agreed, and weaknesses in the way the processes operate will be targeted for improvement.The scope of the Focus review will include a “full and detailed” assessment of processes and systems in Huawei. The key element of this analysis is review of the full scope of MRPII processes and systems. Only by reviewing the entire set of MRPII processes and systems will the critical issues and their causes be highlighted. Reviewing one process or system module alone will not necessarily reveal the true cause and location of specific issues.During the Focus phase it will be necessary to develop a strategy for the most appropriate deployment of Oracle systems throughout Huawei’s subsidiary panies. This strategy must define the way Oracle modules should be implemented across the Huawei group of panies to effectively support Huawei’s business direction and requirements. This strategy will indicate which units can use a standard set of MRPII capabilities and which ones require those capabilities to be uniquely defined for their specific needs. This will dictate how the solutions are to be designed in the Invent phase. In addition, the Focus phase will identify the target version (eg. , V11) of Oracle software to be used as the base for design of improvements.At the end of the Focus phase, the findings from the analysis will be presented along with a detailed plan for the Invent phase where solutions will be designed.InventDuring the Invent phase, attention will focus on finding the most appropriate solutions to the MRPII issues and weaknesses identified in the Focus phase. All processes and system weaknesses requiring improvement will be collectively redesigned during this phase so as to ensure consistency of design and full integration of operations.During this phase, processes will be redesigned around the capabilities offered by the Oracle modules. This may include: Restructuring and/or resequencing the activities performed. Reconfiguring Oracle system parameters. Designing / changing roles and responsibilities of individuals who are involved in the processes.At the end of the Invent phase, the entire set of proposed solutions will be presented along with a detailed plan for implementation during the Launch phase.LaunchThis phase will ensure that:183
